there are two methods, which i have never tried before 1. go to websites that sell american pool accessories, there is a specific product for recovering dent of shaft (http://www.pro9.co.uk/html/theproshop/main.php?P=product&pid=CLNG0010)
2. try to treat the dent area with steam (from a steam iron???) the heat and the moisture would cause the dent part to swollen and hence recover then dent (but do it with great care)

but after you sand the cue, make sure your re-finish at sanded area it is because you would sand of the finish of the cue and make that part of the cue vulnerable to moisture
most ppl use oil or wax to finish the cue
